What happens to video quality?
Both MOV and MP4 are typically lossy. A second encode can add generation loss — preview when fidelity matters. MP4 is a container. Video or audio quality depends on the codec packed inside, not only the file extension. Changing MOV to MP4 re-encodes the media in the browser.
